Wage compression may have complemented industrial policy in transforming the South Korean economy since the 1960s. The industrial policy’s success is accredited to performance criteria rewarding high-productivity firms and penalising others, thus accelerating structural shifts to higher productivity activity. Between-industry wage compression may have the same function by letting high-productivity firms retain more of their value added as profits and forcing low-productivity firms to have higher wage-share. The necessary conditions for this process seem to have been present in South Korea and a time-series regression of between-industry wage compression on labour productivity does not rule out a positive association.
